The Foreign Hand Tie by Randall Garrett
From Istanbul to Moscow is a couple of hours by fast jet, but Raphael Poe has no way of chartering a bee, and even perfect telepathy, it turns out, is not perfect communication.
Randall Garrett's 1961 story (as David Gordon) is a clever psi-powers and social-SF Cold War tale. Sharp, ingenious golden-age SF. Read it for a story where a telepathic agent aboard a Navy cruiser learns that seeing another's thoughts is not the same as understanding them, in a smart spin on ESP espionage.
